Sucre

Bolivia is a very poor country and Sucre is its capital. Sucre is a beautiful white Colonial City and a World Heritage centre. Because of this Sucre is very much cleaner than any other city in Bolivia. Having said that the toilets are very poor and scarce. Dogs roam the city freely and inspect all rubbish.
Sucre is a reasonably modern city with lots of narrow streets and old buildings. You can walk round the cobbled streets of the city in a couple of hours and it is hard to get lost. It is surrounded by mountains and is very picturesque.
